Opera Flash Mob In Antwerp, Belgium

Members of the Flemish Opera dressed as police officers, bus drivers and street sweepers and the city of Antwerp joined forces in a flash mob to keep the neighbourhood clean.

Yes, it was! According to the dictionary a flash mob is a group of people who assemble suddenly in a place, perform an unusual and seemingly pointless act for a brief time, then disperse, often for the purposes of entertainment, satire, and artistic expression.

So it's a group of people. It doesn't state how many people have to be in the group.
